Phase II of PAN Localization project will research into challenges
associated with digital literacy of end-users using the localized
technology for communication and to produce local language content.
This IDRC supported project will also continue to further mature the
language technology in the target languages. This regional project is
collaboration between National University of Computer and Emerging
Sciences of Pakistan and the following partner organizations across
developing Asia (Afghanistan, Bangladesh, Bhutan, Cambodia, Laos,
Mongolia, Nepal, Sri-Lanka). The project team from Mongolia consists of
InfoCon Co Ltd, National University of Mongolia and Mongolian University
of Science and Technology and are developing Mongolian local language
computing facilities in three broad categories; i.e, Natural language
processing, Speech recognition and Localization of popular software.

Information and Communications Technology Authority (ICTA) initiated to translate IT terminology into Mongolian in order to arrange IT related vocabulary. ICTA is ready to introduce this online web dictionary to the public. This online web dictionary?s terminology was done by specialists and teacher of IT sector. Under the framework of this project, ICTA is planning to form a team of editors so as to print it as IT dictionary to provide it to the public and to create standard for sector?s terminology and definitions. InfoCon LLC has signed two year contract with ICTA to contribute towards enriching this online dictionary. InfoCon is planning to become the bridge between this project and the PAN localization project that starting from May 2007.

The objectives of this project are to evaluate existing distance learning (DL) software, both commercial and open source (OS), and to identify suitable software that can be customized to meet specific needs of educational institutions in Asian region. The customization would include individual institutional requirements of the system, as well as language localization, of the partner countries involved in the project (i.e. Mongolia, Sri Lanka, Indonesia, and Vietnam).

The project activities are aimed at planning for the provision of business incubation services to promote business innovation and private sector development. Implementing organizations are InfoCon Co., Ltd, Mongolia Development Gateway, Mongolian Academy of Science, and Mongolian National Chamber of Commerce and Industry.
The role of InfoCon will be to oversee the implementation of the project and to foster and maintain strategic partnerships. Being the grant recipient, InfoCon will be responsible for overseeing the activities and responsibilities of each of the proponent organizations, and ensuring that the goals and targets established in the planning phase are met.
The primary goal of the New Path Incubation Centre is to create s business incubation environment, which will facilitate the dynamic exchange and fostering of research and development (R&D) and ICT knowledge and utilization among Mongolian businesses.

The initiatives of Mongolia Development Gateway project, implemented by Infocon Co., and funded by World Bank InfoDev Program, established a non-governmental, non for profit organization on 23th October 2002. The Steering Board is included 9 members, namely, N.Togtokh, Member of Mongolian Parliament; U.Ulambayar, Vice-Minister of the Ministry of Infrastructure of Mongolia; Saha Dhevan Meyanathan, Resident Representative of World Bank Office in Mongolia; T.Galbaatar, Vice-President of Mongolian Academy of Science; B.Narantsetseg, General Director of “Infocon” ICT Consulting Company; T.Lkhagvasuren, President of Universities Consortium, Director of Medical University of Mongolia; S.Demberel, Director of Mongolian National Chamber of Commerce and Industry; John Robert Savageau, CEO of Magicnet Co., Ltd. and R.Oyun, General Director of JEMR Co., Ltd. The members discussed and approved the charter of organization, voted the organizational issues. Ms. B.Narantsetseg was elected as the Chairman of the Steering Board of Mongolia Development Gateway.

This is a non- for profit effort to establish the Mongolian Internet Exchange (MIX). The project is initiated by InfoCon, main purpose of the activity is to optimize the Mongolian Internet Traffic, and as a result to increase efficiency of utilizing international bandwidth and to create National high-speed Infrastructure. Engineering Design and Provision guideline of MIX is developed by InfoCon, and, at present, the installation stage undergoing that planned to be completed within first quarter of 2001. Mongolian ISPs: Bodicomputer, DataCom, Erdemnet, Micom and MobiCom have reached an agreement and signed MoU to pursue the project with InfoCon.

Distance Education project, initiated and funded by the IDRC, started in January 2001. The aim of the project is to introduce Internet-based distance education methodology and experiment it to selected Mongolian learning communities. The project is to offer experimental web-based instructional courses on specific subject such as English Language, IT and computer skills, gender issues and legal rights. Interdisciplinary parties are involved in implementing the project being responsible for their respective fields. InfoCon’s responsibilities consist of two major functions: first to manage and coordinate all activities of the entire project implementation; and second to be responsible for develop training materials in IT field.
In addition, within the frame of the implementing activities, proposals will be suggested contributing into advancement of the National Strategic Concept to develop technology based distance education.
