6. Government guidelines and sector objectives

The Master plan of the Mongolian telecommunication sector up to 2010 sets the general development strategy of the sector. With regard to rural and remote areas, the following goals are specified:

• Develop rural communications network, organise rural communications in an economically effective way, connect it to the integrated network of the country
• Implement digitalisation of the network step by step from the core networks down to the somon centres and rural areas by replacing the switching and trunk transmission facilities.
• Develop multimedia technology by establishing a satellite high speed national information infrastructure. Launch new applications such as tele-education, tele-working, videotext, video-conferencing, satellite paging.
• Support introduction of GMPCS consistent with the basic national network development policy and national security policy. Encourage foreign and domestic private investments in this field providing authorisations for establishing such services.
