Principles of implementation
- The plan will support sustainable development
in Mongolia by encouraging and facilitating fair, open and equitable access
to information by all members of society and of the economy, at all levels
across the country.
- The implementation of the plan will be
based on the principles of participatory development, where all sectors of
society, including the government, the private sector and civil society will
be represented and can have their say in the development and implementation
of policies affecting the creation of a knowledge society that is appropriate
to Mongolia
- Work with existing initiatives and build
on existing experience. Avoid the creation of large and bureaucratic structures,
avoid duplication and coordinate action with other actors in this field. Encourage
solutions and approaches that will harness entrepreneurial energy
- Look at activities that are self-sufficient.
The Action Plan should aim to create and preserve health, wealth and well
being, and not rely solely on government or seek handouts to do so
- The plan will build in accountability
to the government and investors, whether public, private, local foreign or
otherwise
- The plan will consider the needs of the
large numbers of Mongolians who live in the provinces and in a rural setting.
For this, the plan will adopt a community approach and will encourage local
community access to PCs and the Internet
- The plan will seek to learn from and
partner with other countries and jurisdictions.
