Goals
Government – Legislation framework
The Government is the founder of a social
system with ICT, an open source for information and data and it should offer
the main service.
Business-Economic framework
Set up a business environment that can
be integrated efficiently with the world ~onomy and to increase the intellectual
potential and competitiveness of the national products.
People-Society framework
Create a favourable environment for Mongolian
citizens to communicate freely among themselves and with the world community
regardless of location and to provide equal and active involvement and participation
in the social relationships.
Main objectives:
Within the Government-Legislation framework
- Promote the favourable legal and development
environment:
- Set up an ICT organizational structure
- Set up a system to make government
information accessible and to foster citizens' feedback over the government
activities
- Set up a policy coordination system:
- Establish a state foundation, coordination
of a budget distribution, a development programme and a mechanism for
management planning
- Promote ICT-based services
- Develop sofiware in Mongolian language
- Develop infostructure to foster
information based national industries
- Support and enhance the government information
system:
- Increase office hi-tech supply
- Develop a government information
network together with the public, non-governmental and private sector
information networks
Within the Business-Economic framework
- Expand the information and communication
technology and make it highly efficient economic branch:

of every citizen in a social relationship regardless their religion, political

- Promote the computer literacy education
for each two out of three persons

access in schools, libraries and public service which are the most mobile
units that carry out permanent and regular activities
- Establish and run the knowledge
based high technology centers in Ulaanbaatar, the capital city and the
regional centers of the country's socio-economic development
