Article 19.  Telecommunications networks for internal purposes

1. Any business entity or organisation may establish and use a telecommunications network for internal purposes, its technical systems of management and coordination of its operations.
2. On the issue to it of a licence by the central State administrative body in charge of telecommunications, a telecommunications network for an internal purpose may be connected to the core telecommunications network in order to provide a service to the public.
